Hi, welcome to iPF!

What's the software version of your iPad? iOS 6 or 7? To set up an account to import Google contacts is not the same with these versions.

Then go to Settings - Mails, Contacts, Calendars. There, choose "Add Account" and "Google".
Enter your name, email address and password. As description, you can enter something like "Google Contacts". Then select "Next" at the top of the screen. In the following popup, make sure that "Contacts" is enabled. (If you only want to sync contacts, disable all the other features.) Save and close settings.

That done, open Contacts (app), and your Google contacts should start syncing.
