Incorrect Resolution following Cache clear

I am creating a web app. On an IPad Air 1, we are having an issue with screen resolution.

An IPad Air 1, on IOS version 10.3.2 work fine.

However another Air 1, on IOS version 12.4.2, and then updated to 12.4.3, has the issue both before and after the upgrade. We have tested the resolution reported by the browser on mydevice.io : web devices capabilities.

Immediately after clearing the cache in Safari, the browser is reporting a screen width of 704px.
If you rotate the screen, and back again, the screen width correctly reports 1024px.

The problem is that we are using a CSS @media entry to format the screen for mobile or desktop devices, and the narrow resolution is causing the page to be incorrectly rendered.

Has anyone seen this issue before?
 
I haven’t seen that issue before but that site lists my screen resolution at about half of what it actually is.
