If you're talking about the iOS update notice that appears in Settings>General>Software Update, you can't dismiss it. The only way you can get the notice to disappear is to update your device.

That's what Apple wants. Force people to upgrade their iOS device.

They're not forcing you to update, they're just making it very annoying if you don't.
