iOS upgrade results in Activation Lock?

I don't know whether this always happens, but a few days after installing an incremental iOS update, my iPad was in Activation Lock for the most part: launch and app and instead get a warning to log into the App store to (can't remember the exact words) re-establish trust between the iPad and the App Store.

MacOS doesn't do this. Is Apple somehow trying to help iPad users with this behavior?
