No I'm afraid not, the iPad cannot be a Personal Hotspot whereas the iPhone 3GS and up can.

Yes I know, this is available on iPhone 3GS also, in the same way as 4 and 4s. You do not need a cable with any of them. But no an iPad cannot become a personal hotspot like the iPhones.
The question has been asked and answered. We can only base our responses on what the iPad does - not why Apple chooses to do things a certain way.
If you wish to, please contact Apple to ask them why the iPad can't be a hotspot. We aren't Apple, we're just a private forum of people who just like the iPad.
