ipad 3 stuck will apple on screen

I have tried the holding power and home keys down connects to iTunes. says I must recover the ipad, when I do that it get stuck when the apple Icon comes up and the there is small print like a programming lines on screen with the apple. then I freezes. then I restart the ipad and the connection to iTunes keeps coming up! I cant figure it out! please help
