Why my new iPad 4 is not charging when connected to my Laptop 3 years old, with the lighting cable?

Because your laptop doesn't provide enough juice. Many don't. iPad 4 requires 12W.

You should be charging your iPad with the supplied charger.

USB3.0 will charge the iPad.
