Hello and welcome to the forum! Now, I'm assuming that your device is charged and that you are using the correct charger - correct?
If so, then make sure that you did the 'Reset' properly, i.e. hold both buttons down firmly for at least 10 seconds - if done properly the Apple logo should appear. If not effective, plug in the iPad for at least an hour and see if a 'Restart' and/or a 'Reset' then starts the iPad. If still an issue, then check this Apple Support Article for further advice.
