IPAD as a router

I wonder if I can use my IPAD 2 3G as a router since I heard about hotspot network to be enabled but As I understood its being disabled by my carrier/ operator so I couldnt find it on my IPAD

Nope. Sorry. The iPad can be tethered to a device that acts as a portable router, e.g. a phone or a portable "mifi" hotspot, but it cannot act as a portable router for other devices. Perhaps I don't understand your question but I fail to see why you'd want to use the iPad as a router. Is it because you want to be able to activate/deactivate the 3G connection on a monthly basis and then use it for another device such as a phone?

I found this option with android devices... I just wanted to connect my laptop using my IPAD same connection...

Ah, I see. Everything works fine if you go "the other way." You can tether your iPad and your laptop to a phone using the latter device as the connection to the 3G network, but you cannot go the other way. Many people (myself included) purchased the wifi only iPad specifically because they already have a data plan on a "tether-able" device such as a phone or a portable router ("mifi"). But as far as I know, the iPad cannot be the source of the 3G connection in a tethered configuration.
 
So, if I talked about the hotspot option , is it a software or operator restriction?
