Ipad AT&T Account

I bought a used 3G Ipad and I can not create and set-up an ATT account. I suspect the previous owner may have an ATT account on this Ipad Sim card. Can I create an new account on this sim card?

You will most likely have to go into an AT&T store and purchase a new iPad Micro simcard for $15

Make sure they dont try and transfer the account to the new one you purchase. In fact I wouldnt even bring the simcard and tell them you lost the simcard before you ever activated it but now you want to activate an account and cant find the simcard.
