iPAD Data Usage Tracking

I am renting iPAD's out to clients, and I want to charge them on their data usage. I know there is a data tracking on the Network Interface, but most client will zero out the usage prior to returning the iPAD. Is there a way to lock down the iPAD or is there a Apple App that can be laid overtop of the OS???
