Ipad mini 2 gsm activation loop

I was unlikely to buy a faulty ipad mini 2 off fleabay with a broken screen

After getting it repaired I can activate without a sI'm card in the ipad

As soon as I put in a sim card it comes up with activation. I put in my icloud details then I get to the get started screen. Once I press get started it goes to the home screen then it goes back to the activation screen.
The only way to stop it is to remove the sim card

Any help would be appreciated

Can you try a different SIM card?
Have you done a complete factory reset?

It's on we. I have tried a asda mobile (uses ee network ) and it does the same. Re downloaded the software from iTunes

I have never installed the OS via iTunes.
Maybe someone can say if that is better than a factory reset?

As soon as I put in the sim card the screen goes off then the apple logo appears then it goes through icloud id then passes through that to the getting started screen. Once I press that I get to see the apps screen for a second then screen goes back to activation process again
