I've never heard of an iPad being shipped in diagnostic mode. You learn something new every day. I agree with twerppoet, call Apple telephone technical support. If the iPad requires replacement, you can take it to the nearest Apple Store.response from CU:

Could you try to recover this item?
Press home button and power button for about 15 secs and connect it to the pc.
The display should remain black and you will get a prompt: Device in recovery mode found.
I did it and nothing has changed
