Whatsapp is not available for the iPad, at least not unless you jailbreak. It's also not available in all countries. Among Apple iOS devices, it only works with the iPhone.
You also asked about whatsapp for the iPad 3 last month, in this thread, which I answered there as well. Unless the developers decide to write an iPad version of this app, the answer you get will not change.
