Is there a way to make a chat app run in the notifications window

I don't use it, so I am not sure if this is included, but take a look at the Cydia tweak IntelliscreenX ($9.99, USD - with a free trial).
From what I read, you can have your messages displaying in the Notification Center - so it makes it easy to get to them from wherever you are. And, you can reply to those message while in Notification Center, also.
