Here's the one I received this month:

The amount that should be charged is way too much, compared to my 3,99 €, and there's no link in my email to open a dispute, just a link to downgrade.

No I didn't and thanks to you both. I am sure that if I were a customer they would have addresses me by name. All too often spam emails/phishing arrive stating dear email address don't they?. Thanks to you both.

Yes, Apple will address you by name. Spammers don't do this because they don't know your name. Anything that begins with 'Dear Customer' should be immediately suspected as fraud.
 
Did that and it says total storage 5.GB available 2.6GB
when I click on manage storage it shows iPad This iPad 2.2GB Mail 219.2MB
when I click on the arrow extension to 2.2GB it shows
Latest backup 15.07GB

According to that, you're definitely not subscribed to any paid iCloud storage plan. The invoice you received is definitely fake.
 
They don't normally give feedback. I think it says that somewhere on the page. This is purely a way to help Apple recognize and take measures. Indirectly, it should help prevent future victims. It doesn't do you much good, other than knowing you're striking a small blow against the creeps.

There are also government sites where you can report phishing and other scams, if you want to do little bit more.
