Jailbreak Apps Question

So I jailbroke my iPad2 with Cydia. So far everything is working fine and I have no problems.

However a while ago my friend told me that when jailbroken you could download any regular apple app-store app for free. I was planning on using this to download school related apps that I didn't want to spend money on.

Can you do this? If so how? and if you can't talk about it here can somebody please point me in the right direction?
