keep mail from starting on boot

Well, technically Mail doesn't start, until you open the app. It only looks for new emails and will inform you of those. iOS doesn't even have multitasking, which would allow the Mail app to start, or run while another app is open.

Anyway, if you don't want the Mail app to automatically download new emails, you could go to Settings->Mail, Contacts, Calendar->Fetch new data, and then set Push to off and Fetch to manually.

That way the Mail app will only look for new mails, when you open the Mail app.
