If you used the feature on your iPad to update your device (Settings - General - Software), restore it using iTunes (computer).
Make sure iTunes and computer are up to date. Backup your iPad, either to iCloud or to iTunes. Then connect your device to iTunes and restore it. The latest software for your iDevice is 8.1.3, this will be the one installed on it. After restoring, you'll be able to restore from a backup.
That done, reset your device again, using Home and Power button: press and hold them until the Apple logo appears. Then let go of both. Your iPad will power up on it's own.
