Making photo folders?

Other than doing it on my PC and then transferring it over, how can I create and manage photo folders directly on my iPad?

I saw an app called Photo-Sort for iPad for $1.99 in the App Store, but it doesn't have very good ratings. Is there a way of doing this without an app? Or, any apps that work well for the purpose (preferably free)?
