Missing icons on jailbroken ipad2 shows installed

When I go to the app store it shows eBay for iPad installed but I can't find it. Even on the spotlight search it is not there! Help

Try going to Generals>Usage and uninstall it from there, then try re-installing again.
Or try turning off the Restrictions in Generals>Restrictions (from a response from another almost similar problem)

The restrictions were messing everything up.
