New to iPad 3 | Clock.app | Personal Hotspot AT&T LTE

I'm new to the iPad realm, but have used iOS 5.x on my iPhone. So what's the history behind why the native clock app isn't available? All the ads led me to believe the personal hotspot was available for AT&T, but it appears to not be, at least not yet. Anyone heard what's up with that?
