no WiFi connection

My 2012 iPad will no longer access WiFi. The strength icon shows a strong signal, but I get no connection. I don't know if the problem is software related or hardware. I asked a 'genius' at an Apple store, and was told to contact my provider, CenturyLink. So I did but was told to contact Apple.
 
Hi Robert, if you have not already done so, try these two steps first:
~~ Reset (reboot) your iPad. Simultaniously hold down the Home and Stop/Start buttons and only let go when the Apple logo appears. Then wait until the home screen comes back up. You won't lose any data but will just sweeten up your memory cache and any cookies lurking about.
~~ Turn the power of your modem/router off, wait about 30seconds and then turn it back on again, to enable your ISP connection to reinitiallise.
If no good, come back for members to try to assist. There are not many problems at all that an iPad will experience without a solution just around the corner:)
