Updated to iOS 11.4.1 and deleting email on iPad deletes it in outlook. Is there anyway to stop it from deleting outlook?
It is POP3 on roadrunner.Is your email set up as POP3 or IMAP? What you’re describing is the way IMAP email works. When you delete it on one device it’s deleted on all devices.

YesWhen you go to Settings - Password & Accounts - Accounts, select the account and tap the email address, do you get a setting called „Advanced“ somewhere at the bottom?
Advanced does not have “On my iPad”. It starts with Mailbox Behavior. The only thing checked is deleted messages.If possible, select Advanced, go to Mailbox Behaviour - something like Deleted Mailbox, and make sure something in „On my iPad“ is selected, and nothing in „On the server“.

If by stock you mean the one that was on the iPad, yes. Other than that I don’t know what you mean.Are you using the stock mail app?
If you get Mailbox Behaviours, you should be able to change how your iPad proceeds when deleting messages. In Mailbox Behaviours tap “Deleted Messages”, next to Deleted Mailbox. It should have an arrow, no checkmark:
