Password find my iPhone

My son has an iPad 4 he has found a way to change the Apple ID password by just pressing forgot password in find my iPhone because it is logged into iCloud he is able to put in his passcode for his pad and just change the password, is there anyway of stopping this, ideally would like to delete find my iPhone but have been told this is not possible

You could set up two-factor authentication, so that any attempt at changing a password would require a one- off code to be sent to another device, such as your phone.
