Photo stream isn't working

So I went to NYC this weekend I took a bunch of pictures with my iPhone I have I cloud set up on both my iPad and iPhone and photo stream on, but why isn't the photos I took with my iPhone not downloading to iPad can anyone help me out

This is an odd problem. My photostream is working between my phone and iPad, but today the files are not transferring to my PC, which is where I want to grab them from. Someone else reported this problem a few days ago and at that time, mine was working.

Doesn't the phone need WiFi turned on before it uploads the photos to the cloud?

Wifi is turned on...that's how it talks to the iPad.
