Photo sync between Windows 7 and iPad

I have downloaded the windows 7 control panel on my PC and setup the PC according to all the spec. Unfortunately I have dragged photos to the uploads folder but they do not appear in my Photo Stream on my iPad or my iMac. am I missing a step?
