Scrolling frames in iPAD

I am developing a site for iPAD. I want to get the interface with two frames.. just like the GMAIL interface for iPAD. right now, when I scroll the right frame, both the frames scroll. How can I make the frames scroll independent of each other? your help is highly appreciated.

Use two fingers to scroll in the frame instead of one.
