Scrolling too fast

When I am in a site, my i-Pad scrolls too fast and some time it even goes back to previous. Is there a way to slow it dow n?

You can easily control the scroll speed with your finger. If you slide up or down and release, it will scroll faster than if you keep your finger on the screen and scroll.
