Searching for a handwriting to speech app

Hi Everyone

I am searching for an app for an elderly neighbor who has brought an IPad to communicate as he has throat cancer and may lose his voice box.

Anyway I have found handwriting to text apps and text to speech apps but am after one that does handwriting to speech.

Is there anything available?

If there isn't can you direct me to a developers site so I can look at creating a solution
