Some Notes not syncing to icloud

Usually things sync pretty quickly to iCloud, but for some reason, the note I typed up this morning in the Notes app is not syncing to the Notes on iCloud.com (pc access). Also there is a note from November 29th that has also not synced. Is there a way to manually upload these?

Note: I'm not looking for a workaround (I.e. Dropbox) I'm looking more for a fix (if there is one)

Also if its pertinent, my iCloud is only using 1gb of storage.
