Tethering an ipad mini to a MS840?

I have read over the course of a month countless ways to tether a ipad to a LG Connect. All dated and most since then either have been blocked due too upgrades etc...

At the moment my Ipad Mini doesn't want to to anyother device unless it is a relative of apple. It once picked up a wifi hotspot from a droud that already had a tether control already in the phone from factory .

I'm looking for clarity before I start rooting and jailbreaking everything. Or is it just easier to pay for a additional generic wifi rather then trying to use a smartphone as a hotspot. Theres so many apps it's getting confusing and I'm not sure whats been revised as no longer working . My cell the MS840 won't even connect with ipad mini via bluetooth.

Thank you ! How can I start a thread strictly about tethering ? I would think by now there has to be a power app that has the ability to bypass all the monopolies putt forth by seperate devices manufactores . Can't be all just get along. I pay for gas in all my vehicles to make them run, but do we don't have to put gas (wifi) in all our devices.
