And what would you use either for? I've seen a VPN app on the AppStore that allows you to connect to it but not sure if I'd need or use it

If you're working remotely from your company's site and need to connect to their computers/network/servers etc across the open Internet then VPN enables you to do that securely. Many companies are concerned about allowing employees remote access to their commercially sensitive data across the open Internet because of fears that the data might be intercepted by a rival.

VPN encrypts all the traffic securely, so that an eavesdropper cannot decode the traffic, if it's intercepted.

Most of the apps in the App Store provide a client front-end (GUI) that uses the underlying VPN protocols to communicate with your company's computer. Most are specific to the VPN software being used by your company - say, Cisco, who are probably the most popular.

I think the poster meant that the term 'Off Topic' was too posh and that they'd prefer the old name 'Anything Goes'.
