Turning ipad into router

Hi I'm looking for ways to turn the ipad into router

That Is the process is called dithering I think.

Is it possible dither the ipad without jail breaking.

Tethering. Unfortunately, not possible with the iPad 2. Later models have the Personal Hotspot.
