Does this blue screen appear when the iPad is stock, also?

weirdly, it mostly appears when i use the mail app

Sorry for the confusion - I was asking if the iPad is jail broken or not (stock).

In addition, your video shows a white iPad, where your signature line states you have a jail broken black mini...So, could you please tell us what type of Mini you have and what iOS version is it on?

And, when you said you tried restoring it (to put iOS 7.0.6 on it), what error code(s) did you get? Cause I believe restoring it is your best bet...

Look for the crash log that coincides with the mail.app crash, and copy-and-paste the first 30-40 lines of the crash log here

upon chatting with apple support team, they concluded that its a hardware issue since restoring didn't help (and some other tests).
i sent it to apple for a replacement/fix.
