Using iPad internationally

In the past two years while in Italy I paid AT&T the equivalent of a life insurance policy to use their data service. I am out of work and can no longer afford such luxuries. How can I use my iPad initially without paying AT&T ?

The iPad is not carrier locked, so simply go to a local cell carrier and get their most favorably priced data plan. Most now have plans specifically targeted for iPad users. In Malaysia, unlimited (though throttled) data plans run as low as $13US a month.
