Unfortunately, there is no way to do this on a stock iPad. At the least, all you can do is have one icon or folder on the screen. Apple has designed it so there can be no empty screen.
Now, if you jailbreak, there's ways around this structure with various tweaks and mods. But, on a stock iPad? Nope. Sorry.
