I'm not sure. I think our respective towns are at roughly the same elevation. The UK is quite a place for micro climate phenomena

More likely that the south west gets Atlantic weather systems whereas we in the south east get systems from the North Sea and Central Europe (generally!).

No it isn't. The temperature has to be just warm enough to rain, but cold enough for it to freeze on contact with the ground. I certainly wouldn't want to drive in it, walking was bad enough.
