Web site frame won't scroll pdf document being viewed.

I have a Web application that, among many other function, allows the user to view PDF reports that are presented on the page. When using safari on the iPad 2, the reports displays the first section but does not allow scrolling. All other controls, SQL Report viewer, grids, etc., scroll with the appropriate gesture. Application works on android tablet w/ firefox browser and works on all tested PC browsers thus far.

Any thoughts?

Additional information: page is ASP.Net and control name is pdfviewer.
