When you search for WhatsApp messenger in your iPhone's App Store, you'll certainly find it.
There are various apps for iPad that also show your WhatsApp messages, and where you can compose messages as well. I've tried 2 or 3 of them and removed them, because they were not working as expected. That was quite some time ago, so it's possible you're lucky and find better apps for WhatsApp for your iPad than I did. Again, go to the App Store on your iPad, and search for WhatsApp. You'll get quite a few results.
