What's going on

I'm not absolutely sure what is going on here, but you can get rid of this site in several ways.
Close Safari by pressing the home button, then double press the home button again to reveal the multitask bar. Long press Safari until a cross appears on the icon. Touch the cross. Press the home button again to get rid of the multitask bar. Now start Safari again and the offending website should be gone.
