Why can't we write reviews?!

I know on iTunes (PC) you can review items in the iTunes store..

How come we cant write reviews for apps in the app store when on our iPads? Even though we can give a star rating..

That's strange, I do it all the time. As long as you've purchased the app of course.

Yeah ive just tried it on a couple of apps I bought... Unless its just me but I cant see the option to write a review on the app store (not ipad itunes) anywhere..!
