Won a new ipad mini 16 GB WiFi but no access to computer itunes

Hi guys sorry if this is a silly question but I won an iPad Mini Wifi and my computer (windows) currently won't start so I was wondering if there is any way I could sync through iCloud without plugging in to my computer first. I also have an iPhone 4 backed up to iCloud. Any help would be much appreciated. Thank you

If your computer won't start, you won't be able to sync with it. You can store data in the cloud, however.

You have to back up to iTunes on your computer. iTunes and the AppStore do have purchased lists where you can go to re-download previously purchased content without paying again, however.
