Would that not be the point of looking for more grammatical clues, such as "where", "how", "when", "who", "what", and any other word that leads to a true query? Am I just spinning my wheels here or does a question mark in and of itself make a sentence into a question?

Punctuation dictates that a question mark denotes a question, but is there more than that? Vocal inflection? (oops 2 questions)
