Looking for a good video camera app that allows to select the resolution of the recording, free if possible! Any suggestions?

why would you possibly want to record any smaller? it's very low res as it is. do you mean you'd like to have control over cropping? aspect ratio? compression? etc etc etc? if so, this is all done in post (post editing).
