As Gabriel suggests, Safari cannot do this. But the third-party app browser, iCab, can. But you need to transfer your CV to the private iCab filespace because, in the iPad's operating system, iOS, each app's filespace is private and cannot be accessed by another app. This filewalling (Apple call it 'sandboxing') is done to insulate the iPad against virus attacks because it prevents one app corrupting another app's files. So, to upload your CV, you need to use the iOS 'Open In' facility and transfer the CV from, say, Pages to iCab, from where you'll be able to upload it to the website.
