Unless you are using iTunes to sync picture folders (not really recommended) then it has nothing to do with your photo library.
If you want to put your photos back into the main Photo library (not as synced albums) then you will need to import them again. Find them on the computer then use an app like PhotoSync to copy them back to the iPad. Do not use iTunes.
The problem with syncing albums using iTunes is that you can only remove those pictures and albums using iTunes. It's ok for pictures you just want to show off a few photos, and don't mind that you can't delete them from the iPad.
If this is what you want, then yes, the next time you manage a complete sync with iTunes any folders on the computer that you've set up in iTunes Photo Sync preferences will be on the iPad.
