It appears as if you have loaded something on it that is not compatible with your iPad or iOS (or both). Did you install something just before this happened (and, if yes, what was it)? Have you tried to respring the device to see if it gets back to normal?
If the respring won't let you go back to the normal view so you can go to Cydia and install Mobile Substrate Safe Mode and uninstall the misbehaving tweak - then i'm afraid you will have to restore to a "fresh" iOS 6.1 and re-jail break.
