Email sporadically will not download remaining content

I have had this problem since I first got my iPad. There are times when I can download the complete content of an email by tapping "Download remaining ..KB" and then, like today, no matter which email I tap to download content it will not. I have plenty of space available on my iPad (37 GB left). I thought the problem was the email I had deleted but was still in the trash so I deleted all the trash (sometimes this will work, other times it will not). if it were the same email, e.g., NY Times, BookDaily Update, I would understand but sometimes I can download the complete email and other times i cannot. Any ideas as to what could be going on and a possible fix?
