File transfers using USB on JB Ipad

Is there a windows based IPad browser I could use to transfer files to my JB IPad and vice versa?

Search for "openssh" in Cydia. Download that.
Then google "winscp" download that to computer. Type ip address of iPad into winscp, username is root, password is alpine. Easy!
